Library Director
SUMMARY
Under guidance and direction from the Library Board, the Director performs professional and administrative duties in planning, developing, implementing, and directing public library services for the Centerville-Center Township Public Library. These duties include, but are not limited to, budget preparation, strategic planning, human resources, benefits administration, personnel evaluation, collection development, community relations, and customer relations.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Budget and Finance
- Prepare an annual budget for the library board consideration and give a current report of expenditures against the budget at each meeting
- Meet all budgetary deadlines as established by the State of Indiana
- Make purchasing decisions in line with board policy and budget
- Maintain timely records about finances, personnel, property inventory, and annual reports
- Seek and administer grants
Staff Management
- Hire, train, supervise, and evaluate staff as necessary. Performance issues should be discussed with the employee at time of issue, noted to the employee’s file, signed by both director and employee, and copied to the employee.
- Cultivate a supportive work environment
- Serve as head of library management team
- Recommend to the board needed improvements in working conditions, salary, and benefits
- Ensure that all staff receive training and continuing education
- Hold regular staff meetings that would allow for staff input
Board Relations
- Carry out policies of the board (director is responsible for administration, operation, and management of the library)
- Attend all board meetings
- Inform the board of library operations
- Provide the board with sufficient information to make decisions
- Keep the board informed of Indiana Laws and regulations
- Keep the board informed on certification requirements and keep up-to-date on certification
- Ensure compliance with all applicable federal, state, and local laws and regulations
- Prepare regular reports embodying the library’s current progress and future needs
- Cooperate with the board to plan and carry out the library program
Professional Development
- Participate in professional associations
- Report to the board and staff new trends and ideas in public libraries
- Affiliate with state and national professional organizations and attend professional meetings and workshops
- Keep current of state and federal legislation as it pertains to the library community
Facilities Management
- Ascertain that the library’s physical facilities are safe, functional, and attractive at all times
- Recommend repairs and upgrades to the board
- Get repairs done correctly, within budget
- Keep library technology current and train staff to use technology to best help patrons
Community Service and Engagement
- Maintain an active program of public relations by participating in community organizations and events
- Promote a positive customer experience and positive image in the community
- Effectively resolve patron matters and addresses behavioral issues in a timely, tactful manner
- Offer programs and activities that fit the interests and needs of the community
- Promote the library and its services through print and social media channels
Collection Development
- Oversee purchase and processing of materials for the collection
- Keep collection current and neat by weeding and shifting
- Facilitate the exchange of materials in the community by accepting donations and having book sales
- Select and order books and materials to support your community adhering to standards with regard to your community
Oversight and Compliance with Policies and Procedures
- Plan for the annual operations of the library to comply with the library long range plan
- Formulate and recommend policy to the library board
- Implement library policy and procedure
- Regularly evaluate library services and procedures
- Comply with established internal control policies and procedures
SUPERVISORY RESPONSIBILITIES
Exercise direct supervision over managers and indirect supervision over all library staff.
KNOWLEDGE, SKILLS, AND ABILITIES
Possess comprehensive knowledge related to accounting practices and principles including the development of various internal controls
Possess comprehensive knowledge related to popular culture, literature, media, educational, and technological trends in addition to showing the initiative to continually develop one’s knowledge of these areas
Able to effectively supervise staff in general with considerable ability to plan, organize, train, evaluate, and direct the activities of managerial staff
Proficient in the use of computers (i.e. Microsoft Office programs, Evergreen Indiana ILS, internet searching) and standard office technology and equipment (printers, scanners, copiers, etc.)
Keep current on established library policies and procedures and apply them fairly, evenly, and consistently; exhibit the ability to effectively interpret and implement policy and procedure
Able to provide customer service to the public in a quick, friendly, and accurate manner
Establish and maintain effective working relationships with staff, patrons, and others in the community, and present a positive and professional image of the library
Able to work courteously and effectively in teams
Able to handle multiple activities or interruptions at once and prioritize work tasks prudently and independently or while working in a team environment
Able to apply new information accurately and efficiently, especially in relation to various technologies and services

PHYSICAL AND MENTAL REQUIREMENTS
Work is primarily performed in an office environment. Some of the physical demands include walking, standing, bending, safely carrying items under 10 pounds, speak and listen to others, etc. Periodic travel offsite is required.
EDUCATION, EXPERIENCE, AND TRAINING
A Master’s Degree in library science or a Bachelor’s Degree and 15 hours of college level library science credit from an American Library Association accredited program.
LICENSE AND CERTIFICATION REQUIREMENTS
A Librarian Certificate 3 (LC3) is preferred; however, the position requires a Librarian Certificate 4 (LC4) as described by Librarian Certification Administrative Rule 590 and the Indiana Public Library Certification Manual.
Additionally, 100 LEU’s every five years, or actively be working toward the fulfillment of these
Position requires a valid Indiana driver’s license and current auto insurance policy.
POSITION HOURS
Position requires working a minimum of 40 hours per week. Position may require working evenings and weekends. Position is exempt from the requirements of the Fair Labor Standards Act.
SALARY INFORMATION
Position is salaried and classified as a Grade 6 on the library salary schedule. Salary starting at $51,000.
